English Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that six out of ten of councils are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of authorities attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and utilising savings to manage increasing financial challenges.”

Detailed Cases of Proposed Sales

Medway Council in Kent announced its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in another town to generate £20m over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will also be disposed of under the strategy.

Local Levy Rises and Wider Financial Strains

This research of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase local levies next April to address the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of regional authorities recently further found local finances being strained by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the latest indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest IMD measures,” said the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of England. The data highlights the scale of challenges confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and demand,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
